The Aviation Advisor plays a critical role within two main elements: (1) Aviation Risk Management, and (2) Aviation Technical Expertise for Logistics and Procurement.
The role of the Aviation Advisor is described in Aviation Risk Management Procedure 20-00109PR, included as an Annex to this SoW. His/her responsibilities are summarized below.
Aviation Risk Management:
  • Classifies Aviation Contracts according to their risk.
  • Defines Technical and HSE requirements to be included in new contracts.
  • Follows up, at high level, all aviation contractor’s safety performance using KPIs.
  • Evaluates external aviation consulting services (e.g. parties conducting audits, gap analyses and technical evaluations on behalf of Client’s entities).
  • Acts as Contract Holder for aviation auditing service companies.
  • Performs aviation safety audits of aviation operators.
  • Provides global technical support in incident investigation, risk evaluation and training.
  • Participates in all aviation incident investigations as Subject Matter Expert.
  • Assesses the risks of aviation services when they do not comply with our Company’s requirements, explaining and communicating the risk to management.
  • Participates in all Management of Change processes related to aviation, as Subject Matter Expert.
  • Conducts assurance activities to assess BU/Asset/Project compliance with the Aviation Risk Management Procedure 20-00109PR.
  • Proposes short-term and long-term strategies for improving aviation safety where there is limited offering of aviation contractors, working with contractors and local O&G operators for reaching the desired outcomes.
  • Identifies and share Lessons Learned, best practices and synergies between different Business Units.

Aviation Technical Expertise for Logistics and Procurement:
  • Provides global technical support in aviation services procurement. Reviews the SoW for aviation service contracts. Participates in the Technical Evaluations of aviation contracts, reviews clauses in proposed contracts and provides information on regulatory background.
  • Evaluates ground infrastructure such as helipads and air strips.
  • Provides guidance on management of external load helicopters operations, supported by Aviation Ground Support companies
  • Advises on tools and training to optimize and monitor aircraft efficiency (payload, schedule, mission success)
  • Provides advisory services regarding offshore helideck certifications
  • Provides advisory services to Logistics when assessing suitability of helicopter types for offshore operations
  1. Education, training and experience
Education
  • University Degree
  • Helicopter pilot license
  • Trained in aviation accident investigation and human factors analysis of aviation occurrences
Experience:
  • At least 5 years as commercial helicopter pilot or mechanic.
  • At least 5 years relevant experience in aviation safety, preferably SMS and QA experience
  • At least 5 years of Oil & Gas experience, both offshore and offshore
  • Experience with Aviation Safety management in different geographies, at least in offshore, desert and jungle environments
  • Experience with SMS management systems
  • Experience with Standards, Procedures, and Recommended Practices (e.g., OGP, HAC, HSAC)
  • HSE field experience
Other skills:
  • Skilled in the use of standard office equipment, computers, and computer software.
  • Understanding of Integrated Management Systems, HSE, KPI’s, emergency response plans, risk assessment and management, Incident Reporting and investigation, Behavior based safety.
  • Excellent communication and influencing skills, both oral and written.
  • Positive attitudes towards HSE and strong leadership skills.
  • Good communication and interpersonal skills, teamwork player and be able to work in a multinational environment.
  • Requires excellent influencing and the ability to deliver training
Language: English is the working language. Spanish would be an added advantage
