Role Purpose:
Commissioning Engineer is responsible for ensuring the assigned systems are installed, tested and operate safely and efficiently.
Commissioning Engineer reports to Lead Commissioning Engineer.

Key Accountabilities:
1. Commissioning Planning & Preparation
• Prepare Commissioning system boundary, commissioning procedures and other commissioning deliverables
• Review ITR Assignment
• Develop Onshore & Offshore commissioning Procedures
• Prepare project deliverables as per project & client requirement.
• Ensure to include Class / SCE & Process safety standard verification activities in Commissioning Deliverables
• Support for company development work methodology / procedures.
• Prepare list / procurement of required tools, utilities and others for the commissioning activities of the assigned system.
• Identify all the Class / Statutory requirements related to Commissioning and incorporate in commissioning Procedures for Close out while execution
• Support to Review and Evaluate third party services engagement (Technical) for Commissioning scope

2. Commissioning Execution
• Responsible for successful and safe commissioning of the area / systems under the guidance of lead commissioning engineer following the commissioning strategy set by commissioning manager.
• Leads commissioning Tech team on performing pre-commissioning and commissioning activities planned for the assigned systems, managing the interfaces with Construction and Pre-Operations teams, ensuring adherence to Operations safe system of work regarding all the assigned System Commissioning SoW.
• Day to day manages the PTW, assigned technicians, operations support, supplier support and CLASS witness.
• Execute the approved commissioning procedure including verification of performance standard, certification from Class Society and offer the test reports for signoff and assist in system dossiers completion for handover.
• Responsible for any management of change within the system during commissioning phase. And follow up by ensuring supplier and other supporting member team are aware of it.
• Work closely with the MC coordinator and commissioning coordinator for timely completion of the ITR, mechanical completion and commissioning completion.
• Attend FAT & SAT depending on projects requirement
• Responsible for verification and closing out of all Safety critical elements associated with commissioning.
• Ensure all regulatory and statutory testing and requirements are performed and records are maintained.
• Prepare and maintain commissioning records of site observations, testing processes and checklists
• Perform Risk assessment for the commissioning scope, conduct toolbox meetings
• Ensure that Technicians carry out commissioning activities in a safe and controlled manner in accordance with site procedures and PTW requirements
• Ensure the Preservation & maintenance activities are performed as per company procedure / process in commissioning phase of project.
• Day to day Planning of work, manage schedule & targets of the project as required.
• Prepare timely and accurate technical report for management and a reference for future
• Perform offshore commissioning / assist facility startup.
• Perform Start-up offshore following the start-up procedure, stabilization and performance testing.
• Participates in audits of procedures, safety practices and documentation/records with reference to corporate standard procedures to ensure compliance and, identify gaps and training enhancement requirements of team members.

3. Commissioning coordination
• Work closely with MC Coordinator, Lead Commissioning Engineer for timely completion of the ITRs, mechanical completion and commissioning completion.
• Interact with other engineering departments for obtaining engineering and specific vendor documents & details.
• Independently deals with regulatory authority, class, vendors and clients with regards to comments or queries on commissioning deliverables and develops technical/engineering solutions to the issues raised.
• Coordination of functional testing of commissioned systems and engaging the Operations team when and where needed.
• Interact with Suppliers / subcontractors / yards / client / Class as required for site execution support.
• Ensure to provide Lessons learnt / Improvement Opportunities based on the project experience
• Ensure to incorporate best practices / improvement opportunities as received from past project experience

4. Commissioning Services & FSR Management
• Ensure sub-contractor / FSR / Third Party services are completed as per planned Schedule5. Relationship responsibilities
• Reporting shall be as per Corporate / Project Organization chart
• Develop relationships with client technical or service personnel.
• Maintain good relationships with team members and motivate as required.
• Willingness to work and train others in a team environment, assisting other multi-cultural and interdepartmental team members.

5. Discipline Specific - Mechanical
• Basic knowledge on functionality of FPSO, focus on Topsides, Marine Mechanical & Process systems

6. Discipline Specific - Instrumentation & control
• Basic knowledge on functionality of FPSO, focus on Instrumentation & Control systems (Process Control System, Safety Instrumented System, SIL/SIF verification) preferentially with knowledge of eminent DCS equipment and software providers.
• Capable of managing Troubleshooting of Instrumentation. - Certified in ATEX or equivalent

7. Discipline Specific - Electrical
• Basic Knowledge on functionality & Troubleshooting of Electrical Systems - Certified in ATEX or equivalent

8. Discipline Specific - Telecom
• Basic knowledge on functionality & Trouble shooting of Telecom systems - Certified in ATEX or equivalent

9. HSEQ and Code of Conduct compliance
• Complies with the relevant clauses of MODEC HSEQ Code of Conduct as described in the HSEQ Policies, 14 HSEQ Standards, and HSEQ Procedures to always protect people and the environment. Has a duty of care to ensure that all personnel work in a manner that is not harmful to their own health and safety and the health and safety of others.
• Complies with MODEC Group’s Code of Business Conduct & Ethics and Policies to ensure business activities and decisions conform to the laws, regulations and demonstrates high standard of ethical behavior.

Qualifications:
• Bachelor’s Degree* or technical college certificate. (Mechanical - Engineering in Mechanical or Equivalent, Electrical - Engineering in Electrical or Equivalent, I&C - Engineering in Instrumentation or Equivalent, Telecom - Engineering in Telecommunications or Equivalent)
• Track record of commissioning of at least 2 FPSO projects with marine and topside modules. • Minimum of 4 years' work experience in EPC of onshore/offshore oil and gas or FPSO projects.

Technical Competencies:
• Knowledge in AutoCAD, Blue Beam, PDF writer
• PC skills with proficiency in MS Office, project management (MS project/P6), software & database systems related to system completion
• Track record in FPSO systems site commissioning execution.
• Strong working knowledge of marine and topsides commissioning.
• Ability to define concepts of completion process.
• Ability to problem solve with or without the guidance of senior leadership.
• Basic understanding of commissioning management, project management, commissioning methodology principles, quality assurance and HSSE requirements.
• Experience of both marine & topsides systems and EPCIC to handover to operations.
• Have proven project experience and skills within the field of testing, pre-commissioning, commissioning execution and startup offshore.
• Experience in offshore plant startup and stabilization and able to provide operations with technical support throughout start-up, stabilization and performance testing.
• Work experience within strict regulatory environments and aligning commissioning independence with engineering compliance and contractual requirements.
