Role Purpose:
Lead Mechanical Completion Engineer acts in the capacity of Mechanical Completion Coordinator in project. MC Coordinator is the overall responsible for all MC activities including issuance of procedures, specifications, CMS database population and maintenance. The MC Coordinator also manages ITR issuance to suppliers, subcontractors and site team. MC Coordinator reports to Commissioning Manager.
Key Accountabilities:
1. Mechanical Completion planning and preparation
• Identify project deliverables as per project & client requirement
• Review / Prepare Project Mechanical Completion, Commissioning Handover Management Procedure
• Review / Prepare Project Certification Portfolio document - Responsible to Review Categorization of PO with required Certification
• During commissioning preparation phase, responsible to attend supplier kick off meetings to roll out package related completions certification requirement.
• Responsible to identify required information from Engineering / Subcontractor / Supplier etc. for population of Project Completions Database & required certification
• Responsible to review the population of Master List (System / SS list, Location codes, punch category, ITR / Certificate Templates etc.) in CMS database as per Project Documentation / planning
• Responsible to oversee the population of CMS database with required certification & validation as per the project schedule ensuring the completeness
• Ensure that all required ITRs are issued to Suppliers / Sub-contractors / Commissioning team on timely basis
• Responsible for planning and providing CMS training and Completions Process roll out to project team, commissioning team, sub-contractors and suppliers.
• Responsible for identifying the hardware requirements (e.g Ipads etc.) for the Project certification execution.
• Identify and manage resource requirements to meet schedule and targets.
2. Mechanical Completion execution
• Review completed ITRs and compile MC Dossier (MCD) with the help of MC engineers and MC assistants.
• MC Coordinator is responsible for tracking and status reporting of all punch lists during MC, A-ITRs and MC certification.
• Day to day A-ITR completion status expediting, control and monitors the readiness for the next phase activities.
• Manages team of MC Assistants for correct and up-to-date database existence and healthy support to completion process.
• Participated in audits of procedures, safety practices and documentation/records with reference to corporate standard procedures to ensure compliance and, identify gaps and training enhancement requirements of team members.
3. Mechanical Completion coordination
• Coordinate with Engg / Subcontractor / suppliers etc. in case issues with required information for CMS population is having issues and ensure to resolve
• Coordinate / Expedite construction teams, QC personnel, package engineers and commissioning engineers for the completion of ITRs as per commissioning priorities.
• Coordination with construction manager, QC team, lead commissioning engineers and where necessary with key yard team.
• Responsible for planning and organizing punch walkdowns at various gateways and initiate certificate sign off
• Responsible for overseeing the archiving of completed certification (Dossiers, ITR, Certificates etc.)
• Ensure to provide Lessons learnt / Improvement Opportunities based on the project experience
• Ensure to incorporate best practices / improvement opportunities as received from past project experience
4. Relationship responsibilities
• Reporting shall be as per Corporate / Project Organization chart
• Develop relationships with client technical or service personnel.
• Maintain good relationships with team members and motivate as required.
• Willingness to work and train others in a team environment, assisting other multi-cultural and interdepartmental team members.
5. HSEQ and Code of Conduct compliance
• Complies with the relevant clauses of MODEC HSEQ Code of Conduct as described in the HSEQ Policies, 14 HSEQ Standards, and HSEQ Procedures to always protect people and the environment. Has a duty of care to ensure that all personnel work in a manner that is not harmful to their own health and safety and the health and safety of others.
• Complies with MODEC Group’s Code of Business Conduct & Ethics and Policies to ensure business activities and decisions conform to the laws, regulations and demonstrates high standard of ethical behavior.
Qualifications:
• Bachelor’s degree in engineering or technical college certificate.
• Track record of mechanical completion/ commissioning of at least 3 FPSO projects with marine and topside modules.
• Minimum of 8 years' work experience in EPC of onshore/offshore oil and gas or FPSO projects.
Technical Competencies:
• Intermediate AutoCAD
• PC skills with proficiency in MS Office
• Strong working knowledge of marine and topsides mechanical completion/ commissioning certification process.
• Comprehensive knowledge in mechanical completion management, project management, mechanical completion methodology principles, quality assurance and HSSE requirements.
• Strong working knowledge of contractual documentation (contracts, waivers, addendums, annexes, scope changes, contractual schedule etc.) and ensures planning and execution complies with contractual requirements.
• Identifies elements of project design, contract and commissioning likely to give rise to disputes. Provide technical input and directions to mitigate the issues.
