Role Synopsis
- The Contracts Administrator plays a key role in the development of tools to provide the Contract Administration Manager with greater visibility over contract execution (e.g., PBI for Contract Administrators.) as well as tools to enhance compliance.
- The Contracts Administrator Lead engages with the Contract Administrators on a regular basis to review contract status with a particular focus on burn rates, resultant forecast burnout dates and premature contract expiry.
- The Contracts Administrator Lead prepares the agenda for the monthly Contract Administration forum, arranges slide decks and is a key participant in the forum which focuses on contract compliance learnings and the development of knowledge around contract execution practices.
- The Contracts Administrator Lead develops standard operating procedures aimed at embedding common, systematic practices and approaches across all contract execution activities within the Line. The aim is to promote a common, systematic approach over the key contract execution tasks across departments.
- The Contract Administrator Lead troubleshoots a myriad of issues that arise daily to remove bottlenecks, assist the timely processing of key commitments, and ensure compliance for cost recovery purposes.
Key Accountabilities
- Pre-approval expediting/admin
- CTR/DR->OR processing/trouble shooting
- Work request exceptions expediting
- Capture of man-hour norms and development of related database
- Monthly contract status reviews with PSCM
- Identify contracts forecast to expire early
- Consider when renewal tasks need to begin
- Consider impact and mitigations of potential renewal delay
- Monthly contract status reviews with individual Contract Administrators.
- Pay lag (identify reversal of redundant commitments)
- Burn rate and burn out dates
- Premature contract expiry
- CTRs reviews key contracts
- PAAF reviews key contracts
- Monthly payment certificate reviews key contracts
- OR housekeeping (release of spare funds)
- Preparation and embedding of SoPs
- CTR process
- Formal contract handover meetings (PSCM->Line)
- Subcontracting (during contract execution phase)
- Site instruction process
- Weekly/monthly progress reporting
- CTR completion certificates
- Identification and processing of contractor back charges
- Warranty Management
- Contractor interface management
- Risk registers (admin; facilitating regular reviews)
- Lessons learned (admin; facilitating regular reviews)
- Monthly Contract Administrator forum
- Monthly Performance KPIs
Criteria and Qualifications
- 15+ years’ experience in a Contract Administration role in Oil and Gas ideally in the Middle East
- Degree in Quantity Surveying or Project Management
- Experience with multi-cultural teams
- Mentoring of local nationals
- Negotiation skills
- Ability to manage a large number of active contracts (120+)
