Job Title: Cost Control

Service Location : Paris (With travel to Hamburg, Berlin, Germany)

Project : the Germany Offshore Wind Projects (NordSee Energies 1, NordSee Energies 2 and OstSee Energies)
Report to Project Controls Team.

TotalEnergies Renewables comprise a team of professionals passionate about deploying clean energy and bringing new opportunities to communities. After a successful German federal offshore wind auction in July 2023, TotalEnergies Renewables Deutschland GmbH with the support of OneTech is developing the North Sea N-12.1, North Sea N-11.2 and Baltic Sea O-2.2 offshore wind projects for a total capacity of 4,500 MW.

SERVICE DIMENSION
The Service provider will enable the Germany Offshore Wind Projects (NordSee Energies 1, NordSee Energies 2 and OstSee Energies) team to achieve critical project milestones in accordance with project schedule and budget, with full transparency in the cost forecasts and spend status.

The service will be performed in close collaboration and coordination with the Project Management. The service provider will play an essential role in ensuring the project budgets, costs, processes, and systems are well managed.
The Service Provider shall provide support to the Cost Control Lead on budget and cost control matters in accordance with project’s requirements and act as direct point of contact vis-à-vis suppliers, Package Managers, Finance, in coordination with TotalEnergies Marketing Deutschland (Finance Service Provider) and Project Management.

ACTIVITIES
The service provider will primarily be responsible for supporting the Cost Control Lead on cost administration (approval, invoice processing), cost control processes, implementation of Budget & Cost Management tool, integration of cost data, reporting (i.e. cost reporting, forecasts, commitments, budgets, VOWD, variance analysis, contingencies, period close & reconciliation, earned value progress, trend analysis, invoices processing, etc.) by working with project stakeholders (i.e. project team, HQ, Finance & JVA, vendors & subcontractors, partners, etc.):


The Service Provider shall:
 
  • Manage the invoicing process, check and approvals with suppliers and the Finance and Accounting support teams in accordance with the Cost Control processes and procedures as required by the project.
  • Liaise actively with Finance Department for all matters related to cost and accounting as required (Commitments, invoice processing and payment, accruals, payment claims and disputes...) and to ensure strict confidentiality of all the Budget and Cost documentation.
  • Participate to the implementation of a new Cost Management tool and data migration.
  • Support to establish Cost Control procedures as per internal and international standards.
  • Support contracts and procurements for bidding, tendering, contract selection, and change management as required.
  • Participate to the review, monitoring and analysing of committed, expended, earned values, and forecasted costs for package against approved budget and approved changes.
  • Support in the preparation of the monthly cost reports and interfaces with the ERP (Microsoft Business Central)
  • Ensure variances, incurred, committed, budgets, and forecasted costs are properly explained and communicated to the project team, including preparation of related s-curves.
  • Participate to the implementation of the Management of Contingency process, including management reserve, and approved changes to project budget.
  • Analyse, track, and report project (or contract specific) financial KPIs, and communicate their status to the project team
  • Prepare Monthly Cost report summarizing past month main cost activities and cost status at month closure (supported with commitments, VOWD, Invoicing, variance analysis and contingencies spent analysis)
  • Perform other tasks and take on additional duties as reasonably assigned by Cost Control Lead, Project Control Manager and/or project management team.
  • Service provider will be responsible to provide Cost Control feedback to relative departments in the interest of continuous improvements.
  • Service provider shall demonstrate an exemplary behavior with regard to HSSE rules & requirements, with regards to the Company Ethics and “Code of Conduct” policy and for implementing and controlling these rules and requirements within the said area of responsibility.

Technical Requirements : 
  • Bachelor's degree in business management or similar, or corresponding professional experience.
  • Advanced expertise in offshore project Cost control.
  • Project developments knowledge and experience, with partners, and reporting interfaces.
  • Knowledgeable and expertise with cost engineering principles and methods including budgeting and forecasting, change management, management systems/procedures, Cost and Work Breakdown Structures, Earned Value Systems and contingency management.
  • Requires team spirit with ability to work closely with various stakeholders including but not limited to diverse international teams, Finance, accounting, vendors & subcontractors, affiliates, HQ, etc.
  • Experience with Cost Control tools: MBC, EcoSys, Excel, PowerBI, and any other commercial project cost control tools.
  • Experience ofIndustryand/orTotalEnergiesCostControl,Contingency rules/procedures
  • Abilitytotakeownership of projects and tasks, work independently and follow through on assignments with minimal direction.
