Job Title: Cost Control Engineer

Service Location : Paris La Defense

Estimated Service Duration : 1 year renewable

Project :
  • Ntokon project is a development in OML102 block in Nigeria based on minimalistic wellhead platform tied-back to Ofon OFP2 CPP via 26km pipelines (1 multiphasic production line, 1 water injection line).
  • Ntokon is an innovation driven Project with Conductor Supported Platform and Zapock pipeline concepts to be rolled-out.
  • FEED will start October 2024 for 5 months, FID is expected end Q1 2025 and first oil Q2 2027 which intends to make Ntokon the flagship of Totalenergies capacity to develop ressources in minimal time.
  • The Ntokon Project will be developed with the objectives to maximize economical results by optimizing the reserves, the schedule, reducing the costs and the Greenhouse Gas (GHG) emission, while maintaining the technical quality of the installations, with high H3SE requirements and focus. Project overall value: 700 MUSD
  • Package value: CAPEX 450 MUSD (3-4 packages), DRILLEX 250 MUSD
  • Staff managed (number of personnel): 1 pre-FID – 20+ post FID

MISSIOn

The service holder is responsible for coordinating and supervising the Cost Control activities of contracts that could be necessary during the Life of Project and FEED activities up to the close out.

ACTIVITIES
 
  • Compliance and Conduct:
    • Demonstrate exemplary behavior regarding the Company's "Code of Conduct" and HSSE rules and regulations.
    • Implement HSE rules and requirements within your area of responsibility.
    • Comply with HSSE training requirements for the position.
    • Stay informed about Company rules, specifications, and procedures related to Cost Control
  • Coordination: Organize, coordinate, and control all Cost Control activities
  • Cost Coding Structure: Provide advice and propose improvements to the Cost coding structure
  • Budget Preparation and Review: Participate in the preparation, consolidation, and review of various project budgets and updates (internal and external, annual and multiyear) with inputs from the Project Team. Provide ad hoc economic support as required.
 
  • Invoice Approval: Perform necessary checks and approval functions for invoices submitted, ensuring compliance with contracts, project and company procedures, Sarbanes & Oxley requirements, and Delegation of Authority (DoA).
 
  • Provide input regarding payment schedules (cash calls), invoicing, and cost control issues as required.
 
  • Cost Information Preparation: Prepare and issue necessary project, subsidiary, and partners/shareholders/concessionaire/group cost information and data.
 
  • Cost Trend Analysis: Identify project cost trends, drifts, and variances. Update and maintain the Project Final Cost Estimate and prepare the Monthly Cost Report with comments and succinct analysis.
 
  • Liaison with Finance Department: Actively liaise with the Finance Department on all matters related to cost and accounting, including commitments, invoice processing and payment, accruals, payment claims, and disputes.
 
  • Confidentiality: Ensure strict confidentiality of all budget and cost documentation, regardless of its format.
 
  • Report Preparation and Presentation: Prepare and present reports both internally and externally to partners and Authorities representatives.
 
  • Cost Control Methods: Create and update cost control methods, procedures, and work instructions to reflect the latest project execution philosophies.
 
  • Progress Reporting: Timely report Budget & Cost, highlighting achieved progress and any areas of concern or problems encountered. Assist and support with all matters related to cost control.
 
  • Problem Analysis and Solutions: Demonstrate the ability to analyze in detail, identify options, and recommend logical solutions to deviations and problems.
 
  • Lessons Learned: Gather lessons learned and provide feedback to other TotalEnergies entities as required. Participate in the enhancement of the Cost Engineering profession and Project Cost Control expertise.


Technical Requirements : 
  • Qualification: Degree qualified in Accounting, Engineering or similar
  • Languages: English mandatory
  • Professional Experience: 10-15 years
  • Experience in similar position: 5-10 years
    • Experience with Projects Cost Control Systems (preferably in Oil/Gas Industry
    • High level of understanding of SAP systems and Project requirements in alignment with Project Execution and Handover requirements + Sound IT (EXCEL, PowerPoint, PDF) and systems management knowledge
