Role: Crisis & Emergency Response Manager
Location: Basra, Iraq
Rate: Competitive
Duration: 12 months
Rotation: 28/28
Role Synopsis: The C&ER Manager is a member of HSE Team reporting to the HSE Manager in the HSE Department.
C&ER Manager heads the FSM&ER Team and is the subject matter expert in aspects of crisis management & emergency response, tactical emergency response and will sustain and further develop emergency response capability.
The C&ER Manager will have the following key accountabilities:
Crisis Management
• Develop, implement a Crisis Management and Business Continuity Program including plans, processes, standard operating procedures, testing strategies, etc
• Coordinate and support the management of crisis events
• Conduct periodic exercises to simulate various crisis scenarios as per the Risk Register and continuously improve preparedness
• Develop a business continuity team plan (BCP) and test it accordingly
• Develop a crisis management team
• Develop crisis interface protocols
Emergency Response
• Provide technical input and expertise to ensure that Emergency Response Plans are in place, fit for purpose and are regularly updated & tested for suitability.
•Oversea the Incident Management Team process, observed IMT stand ups and responses. Escalate to Crisis level as required.
• Act as observer during IMT events and provide hot-de-brief feedback to all IMT members in support of competency development and continuous improvement.
• Review and approve emergency response scenarios in line with the risk register
• Oversea IMT training program to include introduction, role specific and monthly live exercises. Support the maintenance of a clear framework for the deployment of emergency response assets to other BOC facilities and third parties as requested and with the appropriate oversight.
• Participate in contract technical evaluations in support of establishing ER support contracts.
Fire Fighting
• Continually evaluate the firefighting philosophy and strategy to reflect changes in facilities and capability.
• Ensure that Fire Fighting Plans are developed for foreseeable scenarios and tested regularly.
• Review and endorse fire risk assessments for multi operational sites and contractor projects, including fixed firefighting and safety systems tests.
Competency Development
• Provide specialist support to the FSM&ER Team to develop a competency framework aligned with stakeholder expectations for all fire team positions.
• Oversight of the implementation of firefighting training for fire team members on elements of the fire fighting competency framework, including but not limited to;
o SCBA Instruction
oSearch and Rescue
oCSE Recuse
oCasualty Handling
oVehicle Extrication
oFoam proportioning systems
• Support the development of the Fire Training Facility to ensure safe design commissioning and operation of the facility.
• Oversight of the develop and coordination of regular training activities and exercises at the Fire Training Facility.
• Provide coaching and mentoring to Local National FSM&ER Team members ensuring that there are clear development and nationalization plans in place.
Fire Systems Integrity Assurance (FSIA)
• Act as the main point of contact for FSIA to ensure that performance standards are established and regularly tested.
• Interface with maintenance and engineering teams to repair, maintain and upgrade systems to ensure a fit for purpose response in accordance with relevant standards.
• Collaborate with relevant departments to support the timely repair and upgrade of firefighting infrastructure including:
o Water supply security and quality assurance
oFire pump integrity and reliability
o Fire ring main improvements
o Foam and water proportion
o Access routes for fire trucks
o Operation and maintenance procedures
o Performance standards and testing
Oil Spill Response Planning
• Oversight of the ER Interface with the Environment Team and other stakeholders to establish and maintain fit for purpose oil spill response plans.
• Review and support the ER oil spill response exercises in co-ordination with the Environment Team.
Contract Accountable Manager (CAM)
• Accountable for FSM&ER Team budget, acts as Contract Accountable Manager (CAM) for relevant Crisis, Continuity, FSM&ER contractors and leads the sourcing of material, equipment, personnel and supplies critical to implement the FSM&ER plans, and response readiness.
Qualifications:
• Minimum of 10 years experience working in an Emergency Response role or in senior fire service / relevant industry.
• Minimum 5 years experience working in HSE or emergency response planning and delivery in the oil & gas industry
• NEBOSH Diploma or equivalent (NEBOSH Certificate / IGC or equivalent will be considered with relevant experience).
• CMIOSH is desirable but not fundamental for those with relevant experience.
• Completed MEMIR• Background and certification in Crisis Management (ICS)
• Proven ability to manage multiple projects and deliverables with changing priorities.
• Be willing to be on-call 24 hours per day when on duty.
• Demonstrated strong interpersonal skills and ability to effectively communicate with people at all levels in the organization across multiple cultures.
• Demonstrated strong computer skills related to reporting and documentation.
• Background and certification in Business Continuity Institute (BCI) is a preference
• Experience in the delivery of firefighting training.
• Experience working in the Middle East is a preference
• Experience working in Joint ventures is a preference
