Health & Industrial Hygiene Manager position is a direct report to the HSE Manager and is responsible for providing leadership on all occupational health, industrial hygiene, public health, and wellbeing matters in the JV and sound technical advice in support of all businesses and functions to help deliver safe, reliable, and compliant operations. The job is based in Kirkuk, northern Iraq and will work a 28/28 rotation with a back to back.

The post holder will work closely with stakeholders from all involved organisations to develop and implement health-related strategies that align with JV’s business objectives and HSE strategy, and manage all occupational health (OH), industrial hygiene (IH) and wellbeing programs.

Key Accountabilities:
• Set up and manage site health services including Medical Emergency Response and
Evacuation Plan.
• Act as the Contract Accountable Manager (CAM) for the health, IH and wellbeing related
contracts. Provide health technical input to contracts in line with JV procurement
requirements.
• Advise and support businesses in maintaining necessary and risk-based first aid and
medical emergency response capability at o4ice locations and operational sites.
• Set up a sustainable industrial hygiene emergency response plan.
• With key stakeholders, systematically identify chemical, physical, biological,
ergonomic, and psychosocial health hazards in the work environment that could harm
health.
• Integrate health, industrial hygiene and wellbeing into local business processes and
verify health risks are elevated to the Business Risk Registers with appropriate Risk
Action Plans, ensuring conformance with JV’s requirements, compliance with
applicable regulatory requirements, and appropriate industry standards.
• Lead the development and implementation of risk-based health plans supported by
applicable systems, procedures, and services in partnership with relevant stakeholders.
• Support business objectives and cost management strategies for e4icient use of health
resources and services. Manage the Health budget and optimize cost e4iciencies,
including annual planning, in consultation with relevant stakeholders.
• Utilize data to track and monitor performance against health plan objectives and key
results, 3rd party KPIs and use data to drive continuous program improvement.
• Develop and maintain extensive knowledge of health, IH and welfare regulations,
employment, and civil law as they apply to the workplace, helping the JV in their
interpretation and application.
• Develop and implement local health policies, procedures, and processes to support
compliance with relevant regulations and JV requirements e.g. heat stress DSE (Display
Screen Equipment)/o4ice ergonomics, food and water safety management, hazardous
substances and working with naturally occurring radioactive material (NORM).
• Develop and implement health surveillance programmes, informed by workplace and
personal exposure assessment, using sound epidemiological methods, identify trends
and recommend mitigation measures necessary to protect workers’ health and reduce further exposure.
• Develop and implement risk-based fitness for task programme and early intervention for targeted and high-risk worker groups.
• Advise on sickness and disability case management, accommodation to work, positive attendance management, occupational rehabilitation, and ill health retirement.
• Provide advice for potential occupational illnesses and injuries, including appropriate monitoring and reporting.
• Implement health self-verification programme against known risks, to ensure conformance with JV requirements and aligned with JV’s Health, Safety and Environment (HSE) self-verification schedule.
• Maintain appropriate and accurate health and IH records within ethical and data protection boundaries; compile reports (including medico-legal reports) and manage data in compliance with relevant regulations and requirements.
• Arrange table-top exercises and drills to validate medevac and industrial hygiene response capability.
• Undertake/ arrange audits of 3rd party medical facilities in country which the JV may use for medical referrals.
• Ensure inspections of camp catering facilities and provide hygiene oversight of the catering contractor. Oversee testing of camp potable water supplies and compliance with drinking water standards.
• Develop and implement site infectious disease outbreak management protocols and ensure they are exercised regularly.
• Management of industrial hygiene monitoring equipment, consumables, servicing and calibration, including identification of accredited laboratories for sample analysis.
• Collaborate with JV partners to design, implement, and monitor health and wellbeing programs that align with the goals of the joint venture and meet the needs of employees and stakeholders.
• Oversee the operation of health services within the JV, ensuring access to high-quality care for all involved personnel.
• Act as the primary health point of contact between all JV partners, ensuring that health initiatives are harmonized across organizations and foster synergy between di4erent health and wellness systems.
• Develop and implement mental health and wellbeing programmes to help drive a thriving culture and healthy behaviours across the organization.
• Provide advice and oversight of worker welfare at accommodation camp.

Essential Education:
• An occupational health, industrial hygiene, or public health professional qualified to an
internationally recognized standard as either an occupational physician, occupational
health nurse, industrial hygienist, or public health specialist.
• Minimum of FPIH and W/M/OHTA 501 Measurement of hazardous substances
• Minimum of food hygiene Level 3 certification.

Essential Experience & Job requirements:
• Experienced Health Professional with a 5-10 years post graduate experience in one of
the above-mentioned disciplines.
• Wide range of diversified and successful hands-on exposure preferably in energy and
related industry health risk management.
• Experienced in establishing a personal exposure monitoring programme, including
identification of applicable exposure limits, worker sampling, results interpretation and
taking ownership of implementation of revised controls.
• Experienced in developing and implementing the various components of health
management system, including HRA, in diversified work environments and cultures.
• Proven management and leadership skills as well as the requisite technical background
• Strong communicator who maintains sound relationships with immediate colleagues,
wider stakeholders and external networks with an ability to manage and influence
diverse teams.
• Possess a drive for performance, ability to manage conflicting demands and resolve
complex issues with far reaching consequences, supporting, and guiding others in this.

Desirable criteria:
• Experience of working in a multi-cultural environments, previous field safety role,
experience working in the Middle East and or NOJVs advantageous
• Familiarity with employee assistance programs (EAPs), corporate wellness, and
integrated healthcare systems.
• Experience in crisis management and emergency health protocols in a multi-partner
context.
• IOHA NAR recognised qualification in industrial (or occupational) hygiene.
