Job Description
Support development of Stage 2 and Stage 3 project team deliverables including right scope definition, technical design basis preparation, engineering criticality assessments, engineering surveillance plans, etc.,
• Review Engineering and Procurement proposals from contractors to support award recommendations. This includes assessing the engineering scope, schedule, manpower, deliverable list as well as the contractor’s understanding of the scope for materials discipline. Provide recommendations to the Project Manager to ensure and sounds proposal basis.
• Assess and monitor competency and performance of contractor’s discipline engineers assigned to their respective portfolio and make recommendation to the Portfolio Engineering Lead or Portfolio Engineering Manager.
• Provide oversight and quality control on contractor deliverables. Review and comment on contractor’s work in line with key issues alignment list, engineering criticality and surveillance plans. Ensure work meets project technical and operational requirements. Perform follow up with contractor on key design issues identified during deliverables review.
• Participate in project design reviews (e.g. HAZOP, etc.,)
• Identify and elevate systemic challenges for respective discipline in quality or schedule adherence to Portfolio Engineering Lead and Project Manager. Provide recommendations to enable effective resolution.
• Proactively identify and work discipline specific issues for respective contractor.
• Support procurement, fabrication, construction, commissioning, and startup activities as required. This may require shop/site visits.
• Participate in assessments/audits of contractors’ processes and systems. Assists in the review of contractors' work processes, procedures (including those for model reviews) and planned deliverables for FEED, detailed engineering and procurement that are used to effectively manage and control design engineering activities.
• Ensure Contractor’s typical deliverables are fit-for-purpose and cost effective.
• Recommends corrective action where deficiencies in performance are detected and verifies that actions are taken.
• Coordinates with Global SMEs to ensure compliance with OIMS, safety, environmental protection, asset protection, reliability, operability, and maintainability are engineered into the facility.
• Provides input to the project managers on key strategies and decisions and works with project teams to ensure timely resolution of technical & engineering interface challenges, directing engineering studies.
• Seek Site Engineering Specialist input on key issues and keep them informed/aligned on key technical decisions & deliverables.
• Raise issues that are not resolved by Contractor to the Project Engineer & Engineering Specialist Coordinator as needed.
• Perform materials selection for Greenfield and Brownfield projects across the Upstream, Low Carbon Solutions, and Petrochemical value chains by leveraging company and industry standards, codes, and global practices.
• Develop materials specifications for procurement of new equipment for a project or planned replacement.
• Act as a Materials Project Engineering Specialist to review equipment and piping design specifications and other related materials integrity documents developed by EPCs.
• Review materials test reports and mill certificates to confirm conformance with materials specification requirements.
• Perform corrosion calculations using EM Proprietary and 3rd Party vendor corrosion prediction models to support material selection decisions.
• Review Materials Selection Philosophy, Manufacturer's MPS/ITP and other Materials Engineering related documents.
• Provide resolution to materials deviation requests from EPC's and Operating organizations on timely and clear communication with project teams with consideration to performance/integrity, CAPEX, schedule and OPEX factors.
• Perform life cycle cost calculations to validate material selection decisions incl. options for corrosion and low alloy steels with corrosion management.
• Participate in reviewing and upgrading company and/or industry guidelines and practices.
• Provide technical mentoring and continuous on-the-job guidance to early career engineers in the team.
• Coordinate and communicate between various global centers and business affiliates for knowledge transfer, sharing learnings, skill management and maintaining business relationships.
• Perform failure analysis for metallic material involving various degradation mechanism and provide or recommend corrective/preventive actions.
