M&E Construction Discipline Manager

Job Description
•    The primary responsibility of the Construction Discipline Manager and Construction Assurance team is to provide assurance and technical authority to ensure that the M&E construction activities related to EPCm / EPC/General Field modifications Construction Management team, shall achieve safe and economic completion when performing Construction activities. Ensuring the contractor will complete their activities in line with the overall project schedules, and to confirm that the plant equipment and components when finally installed follow the approved design objectives, whilst taking full account of the potential environmental impact to ensure compliance with legislative requirements.
•    The Construction Discipline Manager will be responsible for the management and coordination with the EPCm / EPC Construction teams for but not limited to the following:
•    A safe and environmentally correct Construction execution strategy
•    Development of Construction documentation that aligns with best practices and procedures to include but not limited to:
•    Schedules:
o    Construction Execution Plan
o    Construction Management Procedures
o    Construction Quality process
o    Technical Assurance Self Verification process, inclusive of but not limited to:
          Verification and assurance of new subcontractors
          Assessment of unknown subcontractors
•    To act as an interface between Departments (Operations, Projects) to ensure alignment and any potential SIMOPS/clashes are identified early and a speedy resolution.
•    To audit contractor performance via means of Contractor KPI’s, PRM and contractor SV documentation.
•    Align and adhere to M&E QA-08 Construction Surveillance Plan 0000RO-C-G0-G000-QA-PRO-0018
•    To assure that there are continuous improvement initiatives across the EPCm/EPC and Non EPCm/EPC contractors to assure development is in line with current international rules, regulations and best practices, to include but not limited to:
      o    Quality, Safety and Training
•    Seamless transition from front-end design to MC to Commissioning.
•    High performance of Construction Teams with common objective throughout.
•    Encourage cost effective and efficient use of resources including service personnel and vendor.
•    Complete all planned Construction work scope with no carry-over/re-work.
•    Engineering detailed design must reflect Constructability from the EPCm/EPC teams. 
•    Identify Construction contractors as part of the CAM (Contract account manager) responsibilities and ensure that the right subcontractor is selected for the SOW
•    Initiate and control the costs of Contractors under CAM responsibility, monitor costs trends to ensure Company gets best value for money.
•    Continual construction assurance monitoring throughout the duration of the construction contract.
•    Assure that all requirements and expectations of the ROO Construction Manager are achieved with strict adherence to other business line requirements
•    This position will be required to manage multiple concurrent construction activities across the entire field.
•    Responsible to review engineering drawings prior to issue to contractors for clashes, errors, constructability issues and work packs
•    Responsible to review and approve construction method statements
•    Frontline in driving Continuous Improvement in Construction Execution Activities
•    Be a Leader in HSE Excellence and mentor all direct report field staff in daily activities
•    Execute field construction activities in conformance with project drawings, specifications, international codes, schedules, cost estimates, procedures, quality requirements, and HSE standards with specific emphasis on COW (Control of Work) and Risk Assessment
•    Control project schedule and cost through the efficient use of all construction resources including manpower, materials, tools, and equipment
•    Monitor productivity and cost and implement appropriate action to maintain maximum labour productivity and cost-effectiveness
•    Play an active role in the development of the safety culture on the project, providing Safety Leadership and driving a commitment for all work performed
•    Strong emphasis on mentoring and developing local Iraqi supervisors and workers to advance the nationalization effort
•    Provide experienced, qualified personnel to attend model reviews and provide input as required based on “in country” experience, local knowledge and to highlight any potential constraints, cultural issues, transportation, logistics etc that may impact the project.
•    Assist as requested with technical oversight into IFR work packs prior to release as AFC packs by Construction Management Team, by use of sharecat/doc control and review meetings.
•    Provide constructability input to EPCm/EPC field teams (Engineering & Construction) with feedback prior to model reviews for updates.
•    Provide alternative construction methodology for consideration based on “In Country” experience and local knowledge of area and limitations/restrictions/constraints.
•    Post Technical review of CTR’s by EPCm/EPC, commercial evaluation, and SOW award to Subcontractor.
•    Assist EPCm/EPC with Contractor interface.
•    Using procedure (M&E Department, QA-08 Construction Surveillance Plan, contractor will also implement Construction self-verification activities in accordance with Contract requirements:
      o    Assessment of the processes
      o    Verification of the deliverable/product
      o    Contractor oversight/monitoring
•    Weekly Schedule progress meetings with EPCm/EPC with input to expedite/recovery plans as required.
•    Actively participate in the Performance Review Meetings (PRM) every 6 months to identify trends, with feedback.
•    In line with technical Assurance Model; L2-Project verification. 
•    Combined Site management walkdowns ROO/EPCm/EPC teams on a regular basis
•    Construction assurance as per Construction Surveillance plans with reports submitted into the Construction Surveillance Management system. Any concerns/issues to be discussed at site level but reports to identify trends and general feedback.
•    Daily reviews of Subcontractors DPR’s to monitor performance, progress and issues/concerns and action accordingly if assistance/intervention/action is required.
•    Weekly review of EPCm/EPC weekly progress reports to monitor performance, schedule progress and highlight at the weekly EPCm/EPC meeting.
•    Weekly Construction meetings with EPCM Construction/Quality/Planning teams

Basic Job Requirements & qualifications
•    Must demonstrate a strong safety experience and culture that will be applied to the role
•    Accredited Engineering degree qualification or global equivalent in applicable field of study and or 10-15 years Construction management experience.
•    Experience working in MENA (Middle East North Africa) region with exposure to remote/hostile environments 
•    Strong communication skills.
•    Cultural awareness and behaviours 
•    Detailed knowledge and experience of applying international and industry standards and codes
•    Provide evidence of previous Leadership experience & skills.
•    Interpersonal relations, conflict resolution, communication, possess strong presentation ability to address management, site operations management.
•    Able to make Demonstrated strong decision making, critical thinking and problem-solving skills with ability to remain calm while taking charge in difficult circumstances that may arise.
•    Basic computer and software skills to include the use of word processing, e-mail, spreadsheet, GIS, AutoCAD (or similar) type programs
•    Competency in administrative functions related to project and office operations is important
•    Functional proficiency in project controls, human relations, industrial relations, and contract management as it applicable to assigned area of responsibility; possess the capacity to direct those functions as required to support the project execution while typically being well seasoned in most functions as they apply to management of the project
