HSES
• Be a safety leader and spread the safety culture and messages to all parties involved in the Project, also by using his Stop Work authority as required.
• Ensure that corporate and local Health, Safety, Security and Environmental policies and regulations are applied on project activities.
• To support the deployment and application of HSE principles and rules as a core value within CPY and CTR teams
• Ensure the construction activities of all the OSBLs are performed so to ensure the relevant level of safety measures, in line with project specifications.
• Be responsible to immediately report or cascade down any incidents in his area.
• Communicates and applies the H3SE policies of the COMPANY and ensure the Construction is developed accordingly.

Management
• To assist the Construction Manager in the different task that will be delegated.
• To manage and coordinate the Construction Engineering and as such ensure that all the Construction Works on the OSBL scope of work are performed in a safety, qualitative and timely manner.
• To contribute with the Construction Manager to the management of all construction activities related to the OSBL, i.e., the Construction Supervision, Pre-commissioning and Completion of Punch until Hand-Over to Commissioning team.
• To control and ensure the progress of construction, following up of all the activities during construction validating that are in line with the overall project execution within the project budget, schedule, and Statement of Requirements up to completion.
• To assist in the CTR progress verification to support management for approval process of Construction related milestones.
• To ensure the compliance of construction activities with the Project specific technical referential, Project HSE rules, Contract Rules & Procedures developed, relevant partners Guidelines and Procedures as well as best work practices. To
implement the In-Country-Value Plan as approved by the Project Partners and to motivate Contractors to effectively carry out all necessary steps (including recruitment & training of local personnel and procurement of local goods).
• Develop team spirit, foster teamwork and build trust within his team as well as within Plant team.
• Participate to the personal and professional development of his peers and subordinates.
• Contribute to personnel skills improvement and encourage knowledge transfer.

Position specific
• Support in the review of the CONTRACTOR’s key deliverables, construction activities for the OSBL SOW inclusive of all the discipline involved (Civil, Structural and Mechanical, Electrical and Instrumentation up to pre-commissioning.
• Provides technical assistance to the Construction Manager for any technical audits foreseen.
• Ensures through efficient review the good respect of the applicable frame of reference.
• Participates actively to proper interface management with other SITE activities during the EPSCC phase.
• Participates to audits of risk-contractors if need be.
• Ensure design validity and coherence with other disciplines and throughout the LNG OSBL facilities.
• Call for/Participate to interfaces coordination activities and ensure synergies are developed between the different Contractors.
• Get knowledge of the Omani norms and practices and use it in project when relevant.
• Support Construction Manager in coordination activities and monitor work front declared by CTR, feasibilities studies. a as per project requirements and construction procedures, up to the last system handover to Commissioning team for all the OSBL, targeting the successfully reaching the milestones for energization and highlighting whenever such targets are in
risk to be delayed
• Develop strong working relationships with EPC Contractors, in routine management as well as in management of critical issues.
• Facilitate the development of execution plans from EPC Contractors, method statements, and other relevant procedures to ensure that work plan and scopes are aligned with project strategies and deliver a safe, qualitative and timely execution of the project always in compliance with all the client procedures, specifications, requirements and management instructions.
• Participate to the Site supervision activities whenever required (either direct or via supervisors Team) to demonstrate safety commitment, as well as quality and construction oversight and direct contact with Contractor’s and Subcontractors’ teams.
• Together with Construction Manager, review construction progress from EPC Contractor, provide inputs to the internal construction reporting system and identify any deviances or risks to the schedule, by also proposing potential mitigations to his management and the EPC Contractor.
• Support the Construction Manager, by providing inputs and coordination, in the overall site management with particular attention to OSBL SOW.
• Ensure the quality and completeness of Final Documentation (deliverables both from the Contractor and Vendors) in compliance with OSBL Project Scope of  Work, Specifications and Procedures and allowing an adequate hand-over to the
operation.
• Contribute to Construction related risk identification and mitigation reviews.
• Contribute to project peer assists, peer reviews and technical assurance reviews to progress the project and ensure compliance with project procedures.
• Based on his technical knowledge and experience, as well as lessons learned and good practices, be able to influence or suggest changes to work practices and routines to improve the efficiency of outcomes
• Apply and implement management systems & practices, to enhance the flow of information and data across project delivery teams, functional groups and external contractors.
• Monitoring the effectiveness of the EPC Contractor’s construction management processes
• Lead or attend all necessary construction planning meetings to ensure a proper follow-up of the issues and resolutions.
• Develop registers/trackers to ensure the responsible parties are identified and relevant actions are monitored until resolution.
• Prepare REX and Lessons Learnt all along the EPC.

He/she will have to contribute with the Construction Manager to the management of all construction activities related to the OSBL scope on the LNG Plant and Jetty, i.e., the Construction Supervision, Pre-commissioning and Completion of Punch until Hand-Over to Commissioning team.
To control and ensure the progress of construction works, verify the construction engineering, and supervising that all the activities during construction are in line with the overall project execution within the project budget, schedule, and
Statement of Requirements up to completion. Ensure the Implementation of construction management philosophy and strategy deployment for all the facilities
encompassed within the project, according to the project objectives and the LNG organization.
Assist the Construction Manager in coordination with LNG Plant package Manager and other packages to minimize LNG exposure to any claim from Contractors with arguments and supporting documents.
Follow-up the Construction administration and contributed actively to the day-to-day problem solving regarding the administrative environment of Construction activities.
To contribute together with the other discipline superintendents on the coordination for all the specific disciplines, creating synergies between different scopes and ensuring that back-to-back activities can be transferred to other
construction members identified by the Construction Manager ensuring continuity on the supervision.

Qualification:
• Experience on large scale oil and gas projects from both owner and contractor perspective, with focusing on multidisciplinary OSBL works.
• Ability to schedule priorities and multi-task within time and budget requirements.
• Engineering degree, with 10-year more oil & gas construction experience or equivalent experience specific to complex industrial OSBLs execution such as all disciplines involved, Civil and Structural, Mechanical, Electrical, Instrumentation, Telecommunication and pre-commissioning works.
• Strong HSE culture and safety leadership.
• Effective communication and leadership skills with the ability to influence critical decision agreements regarding safety, schedule and cost.
• English written and verbal communication skills, Arabic or French is a plus.
• Ability to encourage and work within a team culture in a multinational environment.
• Communication, Organization, Planning, Time management and Reporting skills.
