Part A: Job Specification Job Purpose

- Plan and organize project related activities and efforts, co-leading and responsible with other QatarEnergy LNG Barrier Management Project Management Team (PMT) members, to ensure that objectives and deliverables are understood and realized in a manner that maintains quality, budgets, and schedule, and that the work adheres to all company policies and procedures. Contribute as a subject matter expert (SME) and as part of the PMT in establishing a Barrier Management Process across operating assets and determining the associated key project strategies, objectives, plans and activities.
- Reports to Process Safety & Risk Manager / Head of Process Safety and Risk Engineering.
- Direct reports: None.
- Frequent and daily contact and interfaces, and regular meetings with the Barrier Management project team for different elements of this project.
- Regular contact and interfaces with relevant departments within QatarEnergy LNG including multiple Engineering disciplines playing the role of Technical Authorities for the different barriers as well other supporting disciplines like Maintenance, Integrity & Reliability, IT, etc.
- Occasional potential contact with shareholders for the purpose of benchmarking, comparison study or cold eye review.
- Occasional possible contacts with engineering consultants or vendors.
- The project covers 62 safety critical elements (SCEs/hardware barriers) groups with more than 20 discipline technical authorities across 5 business lines, and 6 human barriers with their respective barrier owners. This requires intensive and proper communication and engagement.
- The project is a mix of continuation of the existing initiatives (such as safety case operationalization), enhancement of existing process/system, and development of new process/system. Flawless interaction and interfaces among them are key for project success.
- Enhancement of existing process/system or development of new process/system may require change management to be initiated as per relevant policies and procedures. The project must ensure that appropriate change communication and impact assessment be well managed to minimize undesirable consequences.
- The project shall ensure that the developed system and resulted deliverables can be sustained by the base business organization. Ensuring proper handover and smooth transitioning between project to operation is critical. A part of the project scope is to assess the (resource) requirements to sustain the barrier management process.
- In addition to interfaces with disciplines or barrier owners, the project is also heavily interacting with other department managers such as Asset Managers, Maintenance Manager, Engineering Managers, IT Manager etc. This role support Project Manager to ensure that appropriate stakeholder management plan is in place to align, manage and deliver stakeholder’s expectations.
- Part of the project scope includes visualization of cumulative risk and barrier healthiness status. This role is expected to support the visionary and creative thinking needed to come up with efficient, fit for purpose system that benefits the users.
- Manages frequent critical communication, consulting and advisory to relevant stakeholders with regular interfaces with barrier owners (technical authorities) and their line management as and when necessary.
- As defined for this job level in the Delegation of Authority and/or approved budget.
- Ensure all activities are undertaken in compliance with Company Safety, Health and Environment and Quality policies, regulations and standards.

- Ensure all activities undertaken comply with anti – trust and competition laws and the Company firewall policies and procedures.
- Provide know-how and facilitate in defining project goals, objectives and plans, as part of the Project Management Team, that will help guide the project’s direction and measure its success. Develop related strategies and processes and steward the implementation plan for the Barrier Management Project. Contribute to the development of required project management deliverables.
- Coordinate safety cases and barrier management efforts for Management of Major Accident Hazards, as a SME, in terms of but not limited to defining project scope, deliverables, and execution plan.
- Facilitate and guide barrier owners, technical authorities and related disciplines on projects deliverables such as developing Performance Standards (PS), aligning existing equipment strategies with PS, and updating maintenance procedures with PS assurance activities requirements and verification process of assurance activities.
- Facilitate in defining framework and key performance indicators (KPIs) for monitoring Barriers Healthiness and provide expertise in the development of a system application for Barrier Healthiness and cumulative risk visualization. Lead the development of revised key PS&R performance indicators based on Barrier Management KPIs.
- Provide oversight and assurance throughout the project lifecycle, ensuring that the project is completed within quality standards and meet project goals. Ensure the project team follow standardized processes and procedures that includes providing guidance on best practices and process improvements and monitoring their compliance to achieve adherence to organizational processes.
- Collaborate closely with the project team and stakeholders to identify potential risks such as those related to scope, schedule, cost, and quality, assess the project’s risks and developing appropriate mitigations, implement risk controls and monitor their effectiveness and escalate critical risks as needed.
- Serve as the intermediary/interface between QatarEnergy LNG’s Process Safety & Risk Department (PS&R) and Barrier Management Project to enable effective communication and collaboration for the project’s success. Provide PS&R input and review for engineering documentations, project deliverables, interfaces to ensure safety considerations, risk assessments, and compliance with relevant standards are adequately addressed.
- Facilitate implementation of relevant loss prevention engineering procedures to reduce risks from exposure to major hazard events. Support the deployment and implementation of company process safety and risk management objectives and programs, collaborating with cross-functional teams to ensure that safety practices are consistent and aligned with industry standards and regulations.
- Coordinate with the Section heads on administration, implementation, and sustainability L3 Ensure Process Safety across QatarEnergy LNG including relevant procedures such as Barrier Management Procedures, fostering collaboration for successful process safety implementation
- Bachelor’s degree in engineering.
- 10 years’ experience in oil and gas sector in process safety, loss prevention, risk management and technical safety areas and Asset Integrity.
- Leadership and coordination experience.
- Hands on experience on Safety Case/Management of Major Accident Hazards framework and Barrier Management Framework as per IOGP 544 “Standardization of Barrier Definition”
- Hands on experience on establishing and/or sustaining a Barrier Management Process or Asset Integrity, Barriers Assurance Programs.
- Hands on experience on playing the role of Technical Authority for barriers related to Process Safety/Loss Prevention (e.g., Temporary Refuge/ Muster Areas, Escape and Evacuation Routes, Lifeboats/ TEMPSCs, etc.)
- Experience in process safety, and risk assessment/studies.
- Good Understanding of hazard identification techniques (e.g., HAZOP, What-If, etc.), Bowtie including qualitative and quantitative risk assessment techniques.
- Practical knowledge of safe systems of work with Emergency Preparedness knowledge/experience.
- Familiar with International Standards related to design and maintenance or sustainability criteria for barriers (Hardware and Human Barriers).
- Strong in written and spoken English.
- Require to read, interpret engineering standards, specifications, drawings/documents.
- Familiar with asset integrity programs like RBI, maintenance programs (Equipment/Inspection Strategies and related procedures).
- Require analytical, interpretative, and constructive thinking, with a significant degree of evaluation.
- Ability to work as a delegate to Lead and provide required guidance and technical support to the team.
- Good knowledge of Microsoft Office, hazard identification and visualization software (e.g., PHAPro, Bowtie).
- Knowledge of IT Software’s and Apps for Barrier Management or Asset Integrity like SAP, Meridium, etc. is a plus.
