Responsibilities
  • Provide assurance to Engineering Authority on all aspects of process safety within INA.   
  • Provide technical support to all departments within INA operations on the implementation of process safety.  
  • Identify and develop appropriate KPI’s, performance contract objectives, and other performance indicators as necessary to demonstrate process safety performance at INA.
  • Support the implementation of the IM standard as it relates to the process safety discipline.
  • Ensure process safety related site technical, operating and maintenance practices satisfy the requirements of relevant Technical Practices, codes and Algerian laws/regulations, with respect to the process safety engineering discipline.  Identify and assess the impact of any discrepancies.  Where necessary produce new STP’s.    
  • Lead or participate in processes to manage technical aspects of process safety. Working closely with custodians of relevant basis of design documentation (eg Tech Mgr, Integrity TA, Process TA, etc) define and lead all necessary technical reviews to ensure all hazard and engineering risk management documents are current.  This responsibility includes but is not limited to the following basis of design documentation:
    • MAR
    • QRA
    • HAZID
    • HAZOP
    • Integrity Level Analysis (SIL Assessments)
    • LOPA
    • Hazardous Area Classification
    • Relevant simulation or modelling tools (eg Flarenet)
  • Lead or participate in managing operational aspects of process safety. Working closely with operations personnel define and lead all necessary reviews and updates to ensure effective implementation of operational risk management processes including but not limited to the following:
    • Operational Risk Assessment
    • Pre start up safety review (PSSR)
    • Safe isolation and restoration of plant (SIRPS) 
    • Process safety related audits (eg isolation, control of overrides)
    • Process Safety related Synergi SO/SC
  • Provide process safety technical input to Management of Change process including review and approval of relevant project design deliverables associated with facilities modifications. 
  • Respond to process safety EQ’s raised by operations
  • Contribute process safety skills to Incident investigation and emergency response planning / exercises as appropriate
  • Interface between Shareholder companies, professional networks and INA ensuring relevant lessons learnt and best practice in process safety are communicated and utilised effectively at INA.
  • Coach local and expat staff on principles and application of process safety
  • Coach and develop local junior engineer. 


Essential Experience:
 
  • The applicant must have significant experience in process safety related engineering discipline in the oil and gas industry. 
  • Understanding of key engineering risk management processes associated with process safety including but not limited to: MAR/QRA, IM, HAZID/HAZOP, PHSER, LOPA/SiS/SCE, inherently safer design, fire and blast management, process simulation/modelling tools (HYSIS, Cirrus, Flarenet etc.),
  • Personal commitment to hands-on HSE leadership in all aspects of role
  • Good knowledge and experience of technical integrity management standard in an operating asset along with all other relevant engineering standards and practices in process safety.  
  • Team player with leadership skills in operational support and engineering roles. Ability to positively interact with all field departments, external contractors and equipment vendors
  • High level of computer literacy, including appropriate engineering software
  • Familiar with all relevant industry standards and practices


Education / Certifications:
  • Degree educated or similar qualification required with relevant experience

Languages:
 
  • Fluent in English. The ability to speak French and Arabic would be an advantage.
