A. Business Context:
You can join the largest overall construction project undertaken by the client. The O&P North business plan to establish a world-scale Cracker (1.25mtes/a Ethylene / 50kes/a Propylene) in the Antwerp area. The plant is planned to come on-line around 2026.
The Project will ensure the plant is delivered:-
The purpose of the Program Power Distribution Lead is to ensure that the Electrical equipment installed on the Project is commissioned and operated to meet legal, National, International and clients standards and a deliver safe and reliable asset to the planned cost and schedule.
The role will act as the Power Distribution Lead which is a formal role under Belgium Legislation (Installatie verantwoordelijke or IV) for all of the electrical equipment that is commissioned on the project. Initially that will be the electrical equipment used to support the project construction equipment but as the project progresses this role will ensure that all electrical equipment is accepted from the commissioning team and can be safely operated until the formal handover to the final operating team.
At the end of the project it is expected that the person appointed to this role will move into the final asset organisation but that is not mandatory. The final organisation role is to deliver and maintain an Electrical Power Distribution and Generation asset care policy that supports Asset SHE, cost and reliability performance targets. It also ensures operation of the Electrical Power Generation and Distribution systems are carried out to meet client Policies, Procedures and Legislation.
Please note that under Belgium Regulations the Installatie verantwoordelijke must be a staff role and therefore the successful candidate must be willing to join as a staff member.

- On-time and within budget
- Total compliance with all government laws and client policies during the execution, commissioning and start-up phase

C. Accountabilities of the job: The role reports to the Program Engineering Manager, with indirect reporting to the Program Commissioning Manager. The role responsibilities include:
- Works closely with the project commissioning team to ensure that prior to commissioning all equipment is fully checked and ready to operate safely and reliably and meet all legal, National, International and client standards.
- Prepare all procedures and guidance to ensure that once the electrical equipment is commissioned it can be operated and maintained safely in line with all legal, National, International and client standards.
- Lead a small team of electrical and maintenance and operators to operate and maintain the electrical equipment once in operation until it is formally handed over to the final operating team. This will include approving work permits for the equipment, and training and approving operations and maintenance personnel.
- Provide technical expertise on high-voltage (HV), medium-voltage (MV), and low-voltage (LV) distribution systems, power quality, and grid interactions.
- Act as the Installatie verantwoordelijke (IV) for the electrical equipment once it is in operation.
- Work closely with the project Registered Third Party Organisations (RTPO) to ensure that the equipment will be commissioned, operated and maintained in line with all legal, National, International and client standards.
- Work closely with the Project Electrical Engineers to ensure that all Electrical Engineering issues are properly resolved in a timely manner, that design changes are managed correctly, and that the facilities comply with all project and statutory requirements and Stakeholder expectations.
- Work with the future operations team to align procedures for operation and maintenance where practical.
- Manage the relevant interface(s) with client stakeholders, ensuring the operations function is well-prepared for eventual project ownership, including the timely handover of the agreed Electrical Engineering deliverables to support training, operations and maintenance procedure development, Maintenance Management System population, etc.
- To support the Project Program Engineering Manager in the performance of his/her duties, deputising as required.

It would be advantageous if project personnel would also have the following background work experience:
- Major project experience with strong design engineering/procurement background and a broad understanding of multiple disciplines and their interfaces.
- Experience in commissioning of High voltage electrical Equipment.
- Experience of field engineering and/or construction on a major Construction Site.
Specific Role Requirements:
- Degree qualified and chartered or equivalent in appropriate engineering discipline.
- More than 15 years’ experience in Operations role in Oil and gas or Petrochemical setting. Operations experience is essential.
- Ability to speak Dutch is essential. The project language is English so a strong ability in English is required.
- Proven leadership experience in managing engineering teams and electrical maintenance operations.
- Strong knowledge of HV/MV/LV systems, protection and control systems, and electrical network analysis tools.
- Familiarity with and expert knowledge of local and international electrical codes and safety standards.
- Given the stage of the project there will be only occasional requirement to travel and most of the work will be at the Project Offices in Lillo near Antwerp.
- There will be an opportunity to join the asset team once the project is completed al this is not a requirement.
- Sound knowledge of key disciple areas including:
- Belgium Electrical regulations and laws.
- Roles and Responsibilities of Notifiable Bodies, and their equivalent.
