Our client a Global Oil and Gas organization in Perth CBD are currently seeking a Project Procurement Manager to join them for a 12-month contract.
Develops and manages the subcontract and procurement delivery strategy on behalf of the Project.
Engages with functional buyers to manage component (goods / services) package enquiries, evaluation, award, administration, delivery and closeout.
Constant monitoring of Project developments and intervention as necessary.

Duties and Responsibilities include, but are not limited to:
  • Achieves on time delivery for the Project within budget
  • Small team management
  • Autonomy in conducting all negotiations with the Supplier
Project Subcontract and Project Accountabilities:
  • Ensures that the Project policies, procedures and schedule are aligned to the Procurement Department activities
  • Supervises and harmonises the activities of buyers and subcontract specialists working on the Project
  • Ensure that Suppliers engaged are pre-qualified and (if required) appropriately notified to Client
  • Create the subcontract and procurement plan for the Project
  • Ensure that budgets are appropriately allocated to Project packages
  • Follow buyer package enquiries, evaluation and award to ensure Project and department alignment
  • Evaluate and feedback insufficient package budgets
  • Management of local content requirements
  • Input into Project reporting requirements
  • Engagement with GSP Global Category
Package Award: 
  • Preparation of Invitation to Tender packages in conjunction with project engineers including QHSE documentation
  • Allocation and negotiation of standard terms and conditions of subcontract,
  • Selection of bidders within the approved vendors list in coordination with the category management
  • Commercial evaluation & negotiation with tenderers and preparation for Award
Package Administration: 
  • Kick off meetings and defining suitable administrative processes
  • RFQs, instructions, variation requests and variation orders
  • Monitor and expedite delivery
  • Evaluation and agreement of subcontractor interim progress claims and invoicing
  • Assessment, negotiation and agreement of subcontractor variations and claims
  • Evaluation, negotiation and agreement of Subcontractor final accounts & closeout
Key Skills and Experience Required:
  •  Bachelor Degree or Other relevant education: Engineering, Commerce or Business such as Construction Management, Quantity Surveyor or Supply Chain
  • A sound understanding of the principles of contracts law and business ethics and the contractual / commercial principles adopted within the industry
  • A sound understanding of Project Management principles including scope, schedule and cost management
  • At least 10 years relevant experience as Subcontracts/Contracts Engineer within an EPC 
Nice to have:
  • Experience in procurement of oil and gas products
  • Understanding of SAP or Oracle
  • Understanding of schedules including baselines, milestone dates and float
  • Understanding of budgets
