The Quality Manager is committed to supporting the Company by being responsible for the overall quality of the Design Build (DB) Work and life-cycle quality during the construction phase of the DB period, implementing quality planning and training programs, and managing the team’s quality management process.

Job Description

Primary Duties & Responsibilities

  • Develop, implement, communicate, and maintain a Quality Plan and Procedures to maintain Project Quality Management System compliance.
  • Develop the Quality Management Plan: Develops the quality plan for the Project Offices, directs and supervises their implementation; Setting quality compliance objectives and standards of service, and ensuring targets are achieved; Monitors Customer satisfaction Surveys and analyses the data; Identifies opportunities in order to apply the R&D Technology; Supports the implementation of the R&D projects, both in the testing and final phases.
  • Implement the Quality Management Plan:Promotes quality achievement and performance throughout the project organization; Supervises the controlled redistribution of System Documents and manage the Quality files; Coordinates activities required to meet quality standards: develop technical procedures, work instructions, inspection points programs, technical specification for procuring, material reception programs, etc.; Provides training, tools, techniques to enable others to achieve quality standards; Conducts training sessions for the project staff.
  • Monitor the Quality Management Plan:Works with commercial staff to establish quality requirements, set goals and follow up procedures; Assesses product/service specifications of suppliers and compares with customer and legal requirements (ensures compliance with standards and legislation); Liaises with Project Team, Client, Regulatory Agencies, Consultants/Subcontractors and Suppliers to ensure the quality management system is functioning properly, advises on changes and their implementation strategies; Ensures tests and procedures are properly understood, carried out and evaluated, and that product/service modifications are investigated when required; Conducts internal audits and works with the Procurement service or other external auditors; Monitors the implementation and development of Quality Management System in Construction.
  • Corrective/Preventive actions:Analyses nonconformities and deviations from the system; establishes corrective preventive actions and checks for their effectiveness, monitoring and closure; Follows up on the claim solving process; Contributes with ideas to develop the new R+D+I process by analyzing the information available for the development of the construction processes and management in the area (i.e., feedback, labor needs, technology watch, etc.); Informs, supports and gives assistance in matters relating to the management of R+D+I; Collaborates in briefings – general training at different levels for the project on R&D topics related; Supports the development and implementation of the Worksite Management Plan.
  • Performing all other duties and responsibilities as assigned

Required Skills and Competencies


Qualifications

At a minimum, the Quality Manager, must have a bachelor’s degree in engineering, or equivalent field of study, along with 10+ years of relevant civil construction experience in major civil infrastructure projects and proven, advanced, knowledge of Total Quality Management and Methodologies, ISO 9001, and reading/interpreting complex civil engineering specifications.  Experience and proven knowledge with ISO 9000 is preferred.
