Senior Inspection Engineer
Job Purpose : - Organize and coordinate the development and implementation of robust inspection plans and activities, providing technical expertise in equipment integrity, and collaborating with cross-functional teams to achieve project readiness, and safe and seamless start-up of Operations Expansion & Start Up (OES) projects.
Job Context & Major Challenge(s) :- · Manages low to medium complexity multi-disciplinary equipment threats with various uncertainties and providing technical recommendations to help safe continued operation.· Manages various interfaces and is required to achieve alignment with various stakeholders for issues related to static equipment and piping within area of responsibility.· Provides comprehensive technical support requiring multi-skills for various engineering studies involving consultants.· Balances between technical benefit of inspection technologies and business requirement and provision of optimum inspection solutions.· Ensures compliance with Company’s specifications, processes and procedures for the assigned projects.
Key Job Accountabilities
1. Develop and implement comprehensive inspection plans for OES projects, ensuring adherence to industry standards, regulations and project specifications. Optimize inspection frequencies, inspection/maintenance cost and provide necessary guidance to other engineers while performing the same to ensure program practicality while maintaining asset integrity.
2. Coordinate and oversee inspection activities based on risk based inspection (RBI) methodology and company inspection policy, and collaborate closely with relevant teams to address identified issues promptly to contribute to seamless start-up of projects, and enhance operational integrity and reliability.
3. Collaborate with operations, engineering and project teams to conduct thorough risk assessments, emphasizing safety, reliability, and environmental considerations to achieve project readiness.
4. Provide support for root cause analysis of equipment failures, followed by overseeing implementation of corrective actions, as applicable, and develop preventive measures to enhance asset reliability. Provide support to peers and/or special team to investigate complex facility integrity threats and develop long-term solutions in mitigating integrity issues.
5. Provide technical expertise in assessing equipment integrity, ensuring alignment with project specifications, and maintaining adherence to stringent quality standards. Collaborate closely with vendors and suppliers to ensure the quality and reliability of materials and equipment procured for OES projects.
6. Prepare the technical specifications for inspection contracts including scope of work, and contribute to the evaluation of calls for tender for inspection services/non-destructive testing(NDT) services/personnel and annual budget preparation and audits as required by company relevant procedures.
7. Interface with regulatory authorities and certification bodies to ensure OES compliance with industry codes, standards, and regulations. Coordinate with long-term inspection contractor and external agencies for specialized inspection and innovative technologies.
8. Prepare and participate in various technical assessments and meetings such as root cause failure analysis (RCFA), management of change (MOC), lessons learnt and start-up readiness meetings to provide inspection inputs for evaluation and decision-making.
9. Stay abreast of emerging technologies and industry best practices, recommending and implementing innovative inspection methodologies to enhance the efficiency of OES processes, ensuring readiness for safe project start-ups.
10. Demonstrate a comprehensive understanding of policies and procedures for Inspection section, e.g.: Risk Based Inspection and Strategies, Unfired Pressure Vessel Inspection, Piping System Inspection, Inspection & Testing of Pressure Relieving Devices etc. to ensure its implementation are in adherence to regulatory and company requirements, and fostering a culture of compliance and continuous improvement.
Person Specification – Minimum Requirements
Bachelor’s degree in engineering (mechanical, industrial, or material).
Knowledge and/or Experience
Six (6) years’ experience in equipment inspection and assessment in oil and gas operating facilities.
Knowledgeable to competent level in risk based inspection, corrosion/corrosion control and damage mechanisms.
Awareness of relevant plant processes and materials.
Has knowledge to a basic level in the following inspection technologies: ultrasonic testing (UT), magnetic particle testing (MT), penetrant testing (PT), radiographic testing (RT), and familiar with advanced NDT. Has basic knowledge in welding engineering and welding technologies.
Conversant with relevant international codes and specifications.
Knowledge to a basic level with hands on experience in fitness for service and remaining life evaluation of equipment.
Basic knowledge in incident investigation and root cause failure investigation.
Holds certification in either API 510, 570, 653 (as required)
