- Be responsible for the development and delivery of the Safety Engineering scopes for internal and external deliverables in line with the project budget and schedule.
- Carry out and prepare Technical Safety activities and deliverables, including:
- Design philosophies and Technical Safety Study Report
- Utility Flow Diagrams (UFDs) / Piping and Instrumentation Diagrams (P&IDs) for fire water pump system, fire water network, deluge system, foam system and gaseous firefighting system.
- Fire protection design drawings e.g. firewater & foam System, Layout of fire protection system (such as hydrant, monitor, hose reel, deluge system or extinguisher and fire & gas devices), Passive fire protection (Fireproofing) zone diagram
- Datasheets of firefighting equipment, fire & gas detection and safety equipment
- Fire water demand calculations, hydraulic calculation and equipment sizing
- Technical reports (fire water demand calculation, fire water hydraulic calculation.
- Line list, tie-in list, set point & alarm list, fire & gas system C&E, and ESD hierarchy.
- Review and provide technical inputs to equipment/ package related technical matters, during the development of equipment specifications, bid enquiry package, technical bid evaluations and provision of other necessary
- Technical Safety inputs for the purchase of equipment / packages for assigned areas.
- Manage the Technical Safety technical interfaces with equipment and package suppliers, for assigned areas to ensure that the equipment and packages comply with the technical requirements & specifications of and to monitor the compliance to Client’s Basis of Design, Standards & Project Specifications.
- Act as the package engineer responsible for safety, life-saving and firefighting equipment.
- Represent the Technical Safety discipline during meetings, audits, verifications, workshops and technical reviews (e.g., HAZID, HAZOP, SIL FMEA… etc.), be responsible for follow-up the technical safety review actions and be responsible for an effective and timely resolution of identified issues.
- Provide technical support related to Technical Safety at the fabrication site, support, and advice to Construction/Commissioning work at site whenever required.
Qualification:
- Bachelor’s degree in mechanical/ chemical/ safety engineering or other equivalent engineering specialization.
- Must have at least 10 years of experience in the oil and gas industry, including a minimum of 2 years in petrochemical revamp projects.
- Must have extensive experience with developing and implementing Safety Design Philosophies and Specifications related to Escape and Emergency Response, Active and Passive Fire Protection, Fire and Gas detection, Design Accidental Loads, Emergency Shutdown, Hazardous Area, and Human Factor Engineering.
- Must have had extensive experience with developing and checking Safety Engineering Deliverables such as but not limited to Escape Route and Safety Equipment Layouts, Firewater Calculations and P&IDs, Firewater Hydraulics, Fire and Gas Drawings, Hazardous Area, Noise Specification and Flare Radiation.
- Must have had experience in specifying, managing, and implementing recommendations from third party safety studies and workshops, including HAZID/ENVID, SIL Classifications, Smoke and Gas dispersion, Fire and Explosion Risk Analyses, Evacuation Analyses, QRA, ALARP assessments, Fire and Gas Mappings and Noise Studies etc.
- Knowledge of international fire Code and Standard such as: NFPA, API and others which relate to process work. Knowledge of Egyptian Law & Regulation and Egyptian General Petroleum Corporation (EGPC) would be an advantage.
- Computer literacy in MS Office and the latest versions of Technical Safety Design and Simulation tools such as Pipenet®, Flaresim ®, DNV Phast, etc would be an advantage.
- Must have had prior work experience in performing Detailed Engineering, on brownfield and revamp projects in the Petrochemical or Oil and Gas sectors.
- Candidate must have excellent technical communication (verbal and written English) skills with proven ability to present technical issues to design teams, client, technical authorities, and verification bodies.
