Contract - Site Lead Civil Engineer
Location - Belgium

Site Lead Civil Engineer is the Delegated Developer full time representative on site, and coordinates all works activities on site. reports to the Construction Project Manager and his appointed Deputy during site preparation works.


During the Electro-mechanical construction phases and commissioning activities, a Construction Project Manager will be appointed full time. The Site Lead Civil Engineer will at that moment be part of site management team and report to the Construction Project Manager and  appointed Deputy.

The Site lead Civil Engineer coordinates and monitors Contractor’s civil works activities. Mostly working on the field, they verify that the quality of the works fulfills Contract’s requirements, check that work progress is in line with the Contract schedule and that safety of staff and equipment remains the first priority of the Contractors.

During the site preparation activities, the Site Lead Civil Engineer :
  • Coordinates site works with the execution Contractors / Consultants / HSE coordinator/ Site supervisor (if any) and project team members.
  • Coordinates construction issues on site with Site supervisor/Owner’s Engineers and Contractors.
  • Gives daily progress report to Construction Project Manager and his Deputy.
  • Acts practically and gives directions for site works relating to the project within or at interfaces with the project’s scope.
  • Oversees and coordinates the day-to-day work on site including the preparation and deliverance of work permits.
  • Leads the daily progress meeting at site with the Contractors / Consultants.
  • Reviews if works are executed per project schedule and if daily / weekly / monthly targets are achieved.
  • Proposes catch up plans in case of any delay in execution to Contractors / Construction Project Manager.
  • Stops unsafe work at site.
  • Discusses any safety violations with the HSE coordinator, the Employer’s HSE Manager and Contractor’s Site & HSE managers .
  • Approves the Weekly Progress Report from Contractors .
  • Functionally reports to the Construction Project Manager .
  • Participate and reports on the weekly Site Meeting
  • Is in charge of Site Kick-off meeting with every Contractors mobilization.
  • Attends to Weekly, Monthly, and Senior Management Meeting.
  • Makes sure that permits requirements and regulations are fulfilled by Contractors.
  • Is responsible for Overall Quality control, supervision, planning, reporting, advising and troubleshooting for the Quality Control and the management of the supporting engineering and associated inspection personnel.
  • Approves site shop drawings, Method Statements Risk Assessment (MSRA), Inspection Test Plan (ITP).
  • Interprets codes and technical requirements for site activities.
  • Monitors day to day activities of Contractors and its subcontractors.
  • Reviews/Approves the QA/QC Documents provided by Contractors.
  • Attends to site inspections together with Contractors and coordinates 3rd parties activities related to quality (B-Solution, SECO) or regulatory inspections under the Delegated Developer’s scope.
  • Checks if works are performed as per approved drawings/procedures.
  • Advises corrections to be done if inspection results were not good.
  • Assists Site Inspectors (if any) whenever possible during Inspection.
  • Investigates code compliance complaints and proposes resolution complaints to appropriate counterparts.
  • Inspects (incoming) materials, products, and work in progress to conform with project standards and requirements.
  • Verifies the QC documents.
  • Prepares inspection reports (Site Inspection, Site Observation Notes, MoM…).
  • Coordinates with Contractors and HSE coordinator the Construction Completion Certificate, Taking Over process for Civil Works completion & Quality pack sign offs
  • Supports the monitoring of the Project schedule / Progress on the field.
  • Supports the coordination with engineers, designers, and coordinating meetings with consultants & contractors.
  • Attends to the daily progress meeting with the main Contractors.
  • Writes the Daily Progress Report for Construction activities.
  • Works with other Engineers and Designers on Civil Works scope.
  • Functionally reports to the Construction Project Manage
  • Prepares and attends weekly site meetings
  • Discusses any safety violations with the HSE coordinator, the Employer’s HSE Manager and Contractor’s Site & HSE managers

  Experience required

- Experience supervising the construction of large utilities plants (power, energy, water) or infrastructures. Experienced Engineer shall have at least a Bachelor degree in its field and 5 years of experience on similar works.
Technical experience in construction of large industrial infrastructure project
Experience with site project management
Good knowledge of MS Office
Good knowledge of French and English.
