Job Title: TAR Controls Lead
Location: Redwater, AB
Contract Length: 2 years

Summary:
The TAR Controls Lead will serve as the technical lead within the company for the TAR Event to sustain and improve event and contract performance by executing existing processes and practices to ensure Company is able to manage and understand any variances from the budget and critical path. Supports building the Company brand by providing world class service quality to all stakeholders. 
Responsibilities:
  • The Controls Lead will manage a cross functional group of accountants, administration and scheduling professionals to ensure:
    • Asset tracking
    • Coordination with customer planners and schedulers
    • Review billing
    • Assist with administering KPI programs
    • Coordinate event reporting
    • Track cost to date and cost to complete metrics for all POs.
  • Collaborate with Management teams to promote understanding and compliance with established protocols for the event
  • Responsible for providing hands on technical and administrative leadership of the controls aspect on the event.
  • Responsible for all aspects of the integrity of TAR Event control, costing and reporting, ensuring data visibility for the business
  • Compile and supports the baseline schedule. This includes tracking the schedule and completing Forensic Assessment for required diagnosis of schedule and cost.
  • Manage special areas of work using construction execution plans. Forecast work including current commitments, estimated growth allowances, and work to complete.
  • Execute plan, actual and forecast of the event progress and cost tracking. Tracks actual costs of the construction activities and compares them to the budgeted costs for each Work Breakdown Structure (WBS) and report accordingly (Earned Value Management).
  • Work with TAR Manager on the change management process to incorporate changes into the contract.
  • Incorporates estimating, cost and schedule data of proposals for project execution analysis.
  • Assist in the Monthly TAR Review Process along with publishing of TAR data reports as required.
  • Audit ongoing operations and identifies opportunities for efficiencies and standardization of methods to improve TAR health.
  • Leverage TAR controls processes and software according to the project lifecycle management, Oracle, SAP, Primavera and Power BI
  • The TAR Controls Lead is the number one controller of field data collection and enforcement of project control policies and productivity for the worksite.
  • Analyze collected data to drive continual improvement in our KPI’s and contract compliance.
  • Utilize planning and scheduling tools to drive productivity improvements.
  • Capture all site scheduling activities to ensure all craft resources are fully utilized and productivity is tracked.  
Other information:
  • Working conditions could include outdoor and indoor field, yard and shop locations.
  • Working indoors in an office environment
  • This position reports directly to the site TAR Manager with a dotted line report to the Central TAR team and Controls department to ensure controls strategy complies with corporate controls direction
  • Work Schedule:
    • Pre TAR window – 40 hrs/week
    • TAR Window – 6 to 7 days/week x 10 to 12 hrs/day


Skills & Abilities:
  • Proven expertise with Power BI – both development of reporting and understanding the tool for analysis
  • Proven expertise in Oracle and Primavera systems
  • Proven leadership and client relationship skills.
  • Exceptional written and oral communication skills.
  • Highly proficient with Microsoft Office
  • Superior ability to collaborate with internal and external stakeholders
  • High level of professionalism and proactive focus
  • Ability to demonstrate strong critical thinking skills
  • Ability to manage multiple tasks and effectively meet deadlines
  • Ability to exercise discretion and good judgment in interpreting and applying company policies to issues and problems

Education & Experience
  • Bachelor’s degree in accounting or engineering, or Trades certification with 10+ years’ experience in TAR preparation and execution
  • 5+ years’ experience in TAR/Project Controls
  • Proven proficiency in Power BI programming
  • PMP or PMI certification desirable
