NES Fircroft are delighted to be working with a major Oil&Gas operator for a huge LNG project in South East Africa. The HSE Superintendent is responsible for the oversight and assurance of the HSE activities related to the onshore & nearshore activities. The scope of the infrastructure to be engineered, procured, fabricated and installed under the contract can be summarized as; export pipelines (gas, 22in rigid pipelines), Service line (MEG, 8in and 6in rigid pipelines), rigid jumpers, flexible jumpers, manifolds (and piles), umbilical’s, PLETs / ILTs structures (and foundations), sleepers, mattresses, flying leads and flexible pipe jumpers.
The HSE Superintendent shall:
• Have a commitment to achieve zero harm, providing support and advice to Company and Contractor on issues, whilst working with stakeholders to implement strategies that lead to improvements in HSE performance at EPCI fabrication facilities.
• Advise and support Project Delivery Team(s) in assuring Contractor delivery of the HSE Plan and ensure clear and concise reporting to stakeholders.
• Lead HSE related engagement with Contractors, influencing behaviours and promoting an incident free mind-set.
• Monitor and oversee the HSE aspects of works that are being carried out onshore & nearshore in Afungi.
• Manage a team of 2 direct reports - HSE Supervisors, ensuring coordination and management of HSE activities and ongoing competency development.
Activities:
• Monitor Contractor and Subcontractors activities and performance, providing support, advice and guidance required to maintain safe and efficient operations, in line with the Upstream HSE Plan, contractors HSE Plan and HSEMS and contractual obligations.
• Represent Company and advise Contractor on HSE-related topics during weekly construction meetings.
• Contribute to safety studies, audits and reviews, including MoC as required by Project Delivery Manager.
• Participate in review of Contractors safe systems of work, including hazard ID, PTW, Risk Assessment & management techniques & TBT’s.
• Support Contractor in incident investigation and ensure robustness of the entire process.
• Ensure Contractors record and report accurate HSE statistics, and act as focal point for timely and quality HSE reporting to the Project.
Accountabilities:
• Management of HSE scope delivery and team during the project execution phase.
• Safe and on time delivery of the HSE scope of work within the onshore & nearshore locations at Afungi.
• Ensure compliance with Company HSE requirements within all work activities.
Experience/Qualifications:
• Minimum 10 years within the Oil & Gas industry and related HSE experience. With a recognized HSE qualification - NEBOSH diploma or equivalent.
• Ability to lead & coordinate HSE Investigations to establish actual Root Causes, preparing & rolling out learnings and conducting detailed HSE Audits.
• Strong interpersonal skills with capability to train, coach, mentor, support and successfully influence at various levels (including contractors).
• Ability to develop effective working relationships with contractors and contractor personnel and progress collaborative problem solving.
• Fluency in the English language and capable to represent the project in front of all stakeholders in a professional and organized manner.
• Current BOSIET and OGUK Medical certification.
