Thanks to its resources like shipbuilding, skilled labour, and critical minerals, the Philippines has strong potential to become a key player in the APAC offshore wind market. However, policy improvements are needed to fully unlock these opportunities.

The following elements serve as critical enablers for the development of the offshore wind supply chain in the Philippines:

  • Significant capital investment in the local supply chain
  • Policy and government support, including comprehensive renewable energy policies and financial incentives, such as subsidies and grants
  • Investment in port facilities to meet the specific needs of the offshore wind industry
  • Education and research facilities expanding the local offshore wind knowledge base
